In the winter session of the AP Assembly, which will begin from Thursday, the amended three capitals bill is likely to be introduced and many key issues are likely to be discussed. This is also the first assembly meeting after the cabinet reshuffle.
It is said that the government is giving priority to discuss the welfare schemes implemented by the state government. The concerned ministers will speak at length on the schemes and show how it has benefited the targeted communities.
The meeting will be held for five days. It is learned that more than 60 subjects will be on the agenda along with the movement of several bills including the CRDA 2014 Amendment Bill. Chief Minister YS Jagan Mohan Reddy is likely to focus on explaining the necessity of the three capitals proposal.
It assumed significance as farmers of Amaravati started another padayatra from 'Amaravati to Arasavalli' against the government's move of the three capitals. After the meeting, the Chief Minister will visit Visakhapatnam.
This has given strength to the statements made by the Speaker of the Assembly and some ministers that Jagan is inclined to make Visakhapatnam the executive capital.
Interestingly, the central government has included this item in its agenda for the meeting of chief secretaries of Andhra Pradesh and Telangana states to discuss the central assistance to the states under the AP State Re-organization Act 2014 to be held on September 17. Funding for the new capital does not mention the term three capitals anywhere.
The official position of the Center is that funds will be allocated only for the development of one capital. Earlier the High Court also said that Amaravati was the capital of AP. On the other hand, TDP is getting ready to oppose the three capital bill.
